STAR PROGRAM DESCRIPTION
Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low-and-middle-income country (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR’s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies. STAR is managed by the Public Health Institute and implemented in partnership with Johns Hopkins University (JHU), the University of California, San Francisco (UCSF), and the Consortium of Universities for Global Health (CUGH).
INTERNSHIP DESCRIPTION
Background:
The Policy, Evaluation, and Communication Division (PEC) under the Office of Population and Reproductive Health (PRH) in the Bureau for Global Health (GH) creates the enabling environment for sexual and reproductive health and works with partners within USAID and externally to: (Policy) Promote effective sexual and reproductive health advocacy, policy, financing, and governance; (Evaluation) Collect, analyze, and evaluate data for evidence-based decision making; and (Communication) Develop and implement communication efforts to influence attitudes, norms, and behaviors. The PRH Office provides technical leadership, strategic direction, implementation oversight, support to field missions, partner coordination, and performance tracking for the family planning component of the United States Government (USG)'s Global Health Initiative.
Introduction:
The Policy, Advocacy, Financing and Governance Intern (Intern) will primarily support the Policy Team with a focus on assisting the GH Bureau's health policy flagship project Health Policy Plus (HP+), and may also carry out other Bureau-wide duties and collaborative research with other divisions within PRH. All work will be tailored to the Division's context and the Policy Team's context with the purpose of improving its approach to family planning and reproductive health (FP/RH) policy, advocacy, governance and financing work, both within the office and under HP+.
Reporting structure:
The Intern will work closely with the Policy Team and receive technical guidance from the Health Development Officer, who will serve as his/her onsite manager.
OUTCOMES
By the end of the internship, the Intern will have gained experience and exposure to:
- Field market research surveys and results analysis.
- Literature review on the integration of FP/RH with HIV/AIDS and with Maternal/Newborn Health.
- FP/RH policy, advocacy, governance, and financing environment in developing countries, the interplay of these four areas, and their impact on the health of global populations through global health programming.
Essential Duties:
- Identify references (individuals, publications, organizations) in public health policy, advocacy, finance, and health economics in developing economies. Document best practices in public health policy, advocacy, financing and governance in developing economies.
- Document best practices in the integration of FP/RH with HIV/AIDS and with Maternal/Newborn Health.
- Participate in ongoing technical activities of the Policy portfolio.
- Support the production of briefing materials (written summary and slide sets) related to references, best practices, and lessons learned through individual activity.
- Support in the design and implementation of a specific activity commensurate with current PEC needs and the Intern's qualifications and interests in public health policy, advocacy, financing and governance.
Anticipated learning outcomes:
All STAR Interns will participate in learning activities (*required 10% time) during their internship. By the end of the internship, the Intern will be able to:
- Identify and describe the core attributes of the STAR global health competencies; defined as development practice, cross cultural awareness, communication, capacity strengthening, ethics of public health, health equity, gender equality and the global burden of disease.
- Gain exposure to health policy and family planning/reproductive health through global health programming.
- Apply effective communication skills across a broad network of peers and advisors within global health to support learning and professional development.
- Develop a global health-focused career plan with a mentor.
INTERNSHIP REQUIREMENTS
Required:
- Currently enrolled masters or other post-bachelor’s degree candidate or completion of such within the past 12 months.
- General interest in health policy.
- Strong interpersonal, oral and written communication skills.
- Demonstrated flexibility and openness in responding to changing work priorities and environments.
- Operating effectively under tight deadlines.
- Proven ability to work in teams.
- This position may require travel. Ability to participate in a field experience, which may involve domestic and/or international travel and overnight stays for up to 2 weeks.
- US citizenship or US permanent residency required.
